City Council votes to give Eastern tournament funds

The Charleston City Council voted Tuesday to give $1,000 to Eastern's Athletic Department to help cover costs of a tournament this weekend.
Eastern will host the National Junior College Athletic Association Indoor Track and Field Championships on March 4 and 5.
The city's contribution had been recommended by the tourism council, said Mayor Dan Cougill.
Also at the meeting, the council approved a bid award for preliminary demolition in the Rotary Pool improvement project. The lowest bid of $33,126 was submitted by A&R Services Inc. of Urbana.
The council also approved a tax abatement in relation to the city's water treatment plant, and preliminarily approved another tax abatement for the Rotary Pool improvements.
The city has the right to issue a property tax levy to help pay back the bonds Charleston issued for the two capital projects, but it intends to pay for them with sales tax revenue, Cougill said.
"We can choose to abate the taxes and tell the county clerk not to (issue the tax)," he said. "We just have to tell them not to do it."
The Rotary Pool abatement is now on file for public inspection and will be voted on at the next council meeting in two weeks.
A proposed new student housing development moved another step forward at the meeting when the public hearing on annexation, which had been going on for two previous meetings, was closed.
By a 4-1 vote, the council closed the public hearing when people failed to participate.
Council member Lorelei Sims, who voted against the closing, said she hoped further publicity might entice more people to come forward with their opinions on the project.
"I believe it is in everyone's best interest to continue," Sims said.
The annexation is dependent on the City Council approving a pre-annexation agreement with University Village Housing LLC, the company that would own the housing development.
The council put the possible agreement on file for public inspection, and it will be voted on in a future meeting, Cougill said.
"The pre-annexation agreement has just been received by the council," he said. "So most people, including me, have not had a chance to read it yet."
The council also approved a raffle permit for the Fox Ridge State Park Foundation and approved the re-plat of lots 11 and 12 of Normal Park Place Subdivision.
